1. T.C. Milli Eğitim Bakanlığı, Güvenli Okul ve Uzaktan Eğitim (GOBE) projesinin maliyeti için Dünya Bankası'ndan finansman sağlamakta ve elde edilen gelirin bir kısmını Masaüstü Bilgisayar Seti Alımı için üç lot kapsamında yapılacak ödemelerde kullanmayı planlamaktadır. Ödeme şekli Akreditif (L/C) olacaktır.
2. Milli Eğitim Bakanlığı Yenilik ve Eğitim Teknolojileri Genel Müdürlüğü (YEGM), okullardaki dijital beceri laboratuvarlarına kurulmak üzere 28.500 (yirmi sekiz bin beş yüz) adet masaüstü bilgisayar seti alımı için uygun teklif sahiplerini kapalı zarf usulü teklif vermeye davet etmektedir. Alım, her biri 9.500 adetlik 3 kısımdan (lot) oluşmaktadır. Her bir kısım Türkiye'nin farklı illerine yayılmış olup, illerin listesi, her bir il ve okul için okul ve masaüstü ünite sayısı RFB dokümanı ile birlikte verilmektedir. Teslimat süresi 165 gün olup, bu süre 120 gün depoya teslimat ve muayene, 45 gün ise okullara teslimat ve kurulum süresini kapsamaktadır. Tercih marjı uygulanmayacaktır.
3. Teklif Sahipleri, teklif talebi belgesinde daha ayrıntılı olarak tanımlandığı üzere, bir veya birden fazla sözleşme için teklif verebilirler. Birden fazla sözleşmenin kendilerine verilmesi durumunda indirim yapmak isteyen teklif sahiplerine, bu indirimlerin Teklif Mektubunda yer alması koşuluyla izin verilecektir. İhale, Dünya Bankası'nın Temmuz 2023 tarihli "IPF Borçluları için İhale Yönetmelikleri" ("İhale Yönetmelikleri") versiyonunda belirtildiği şekilde Teklif Talebi (RFB) kullanılarak uluslararası rekabetçi ihale yoluyla gerçekleştirilecek ve İhale Yönetmeliklerinde tanımlandığı şekilde tüm uygun Teklif Sahiplerine açık olacaktır.
4. İlgilenen uygun Teklif Sahipleri, Milli Eğitim Bakanlığı Yenilik ve Eğitim Teknolojileri Genel Müdürü Dr. Bilgehan Özbaylanlı'dan gouep@eba.gov.tr daha fazla bilgi alabilir ve aşağıda verilen adresten mesai saatleri içinde (09:00 - 18:00) ihale dokümanını inceleyebilirler.
5. "İngilizce" ihale dokümanı, ilgilenen Teklif Sahipleri tarafından aşağıdaki adrese yazılı başvuruda bulunulması ve 100 $ (ABD doları) tutarında iade edilmeyen bir ücretin ödenmesi üzerine satın alınabilir. Ödeme yöntemi Banka hesabına doğrudan para yatırma şeklinde olacaktır. Doküman CD formatında satın alma ofisinden alınabilir veya e-posta ile gönderilecektir.
6. Teklifler 12 Haziran 2024 tarihinde saat 03:00'te veya öncesinde aşağıdaki adrese teslim edilmelidir. Elektronik Teklif verilmesine izin verilmeyecektir. Geç gelen Teklifler reddedilecektir. "ORJİNAL" işaretli dış Teklif zarfları ve "TEKNİK KISIM" işaretli iç zarflar 12 Haziran 2024 tarihinde saat 03:30'da aşağıdaki adreste Teklif Sahiplerinin atanmış temsilcileri ve katılmak isteyen herkesin huzurunda halka açık olarak açılacaktır. "İKİNCİ ZARF: MALİ KISIM" olarak işaretlenmiş tüm zarflar açılmadan kalacak ve ikinci halka açık açılışa kadar Alıcı'nın güvenli muhafazasında tutulacaktır.
7. Tüm Tekliflere, her bir lot için 250.000 $ (ABD Doları) tutarında bir Geçici Teminat eklenmelidir.
8. Borçlunun, başarılı teklif sahibinin intifa hakkı sahipliği ile ilgili bilgileri, İhale Sonuç Bildiriminin bir parçası olarak, ihale dokümanında yer alan İntifa Hakkı Sahipliği Açıklama Formunu kullanarak açıklamasını gerektiren İhale Yönetmeliklerine dikkat çekilmektedir.

1. The Ministry of National Education of Türkiye financing from the World Bank toward the cost of the Safe Schooling and Distance Education (SSDE) and intends to apply part of the proceeds toward payments under three lots for Desktop Computer Set Procurement. The mode of payment will be Letter of Credit (L/C).
2. The Ministry of National Education Directorate General for Innovation and Education Technologies (DGIET) now invites sealed Bids from eligible Bidders for procurement of 28,500 (twenty-eight thousand five hundred) desktop computer sets to be installed in digital skills laboratories in schools. the set includes a desktop mini PC, a monitor and accessories. The procurement consists of 3 lots of 9,500 units each. Each lot is spread over different provinces across Türkiye and the list of provinces, and number of schools and desktop units for each provinces and schools are provided with the RFB document. Delivery period is 165 days, which includes 120 days for delivery to the warehouse plus inspection and 45 days for delivery to and installation in schools. Margin of preference will not be applied.
3. Bidders may Bid for one or several contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's July 2023 version of "Procurement Regulations for IPF Borrowers" ("Procurement Regulations") and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Turkish Ministry of National Education Directorate General for Innovation and Education Technologies, Dr. Bilgehan Özbaylanlı, gouep@eba.gov.tr and inspect the bidding document during office hours (09:00 to 18:00) at the address given below.
5. The bidding document in "English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 $ (US dollars). The method of payment will be direct deposit to the Bank account. The document can be taken at the procurement office in CD format or it will be sent by email.
6. Bids must be delivered to the address below on or before 12 June 2024 at 03:00 pm. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "Original Bid", and the inner envelopes marked "Technical Part" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on 12 June 2024 at 03:30 pm.All envelopes marked "Second Envelope: Financial Part" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
7. All Bids must be accompanied by a Bid Security of 250.000 $ (US Dollars) for each lot.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
